Still image during poorly encoded timestamps

My first instance of stuttering with Infuse, this video file plays without pauses or visual errors on my LG C2 (latest firmware) and in MPV on Windows10. This video has graphical errors playing in VLC (latest windows release) and Infuse Pro 7.6.1 (4559) on my ATV4K (A2737 [64GB] / tvOS 17.0 [21J354]) on the same TV.

ATV Settings:
Format: 4K Dolby Vision
Match Content: Range & Frame Rate

Infuse Settings:
Streaming Cache: Auto
Extended Dolby Vision: Auto

Playing content from an SMB share, unlikely this makes a difference as I allowed time to buffer (to be safe) and the issue occurs at specific timestamps.

I only watched 18 minutes into the file before changing to my TVs media player, I have clipped the first instance of the file where Infuse displays a still image (VLC has artifacting). Trimmed sample using MKVToolNix GUI V72.0.0 64-bit. File uploaded to upload.firecore.com and named 45308NuttyNEET.mkv

In the clip (@ 40-45 seconds), the video pauses when the man with the dog crosses in front of Brody. Screenshot of frame below.

VLC screenshot below to show how it too fails to play the video.

Trimmed down MediaInfo from original file:

TLDR; Likely the encode isn’t the best, but since MPV (and my TV) can play the file without issue, I wanted to submit this, especially since the latest updates fixed other playback issues others had.
