Is this app included or does one need to purchase and download from the iTunes Store in order to use the Remote Helper application.

Remote HD for iPhone/iPad would need to be purchased separately.  MiRow does include the Remote HD helper as an optional part of the install.

I saw the Remote HD Helper as part of the custom install but it isn't actually functional until you purchanse/install Remote HD, correct? This was the question I was trying to ask previously...

Yes, you are correct. Using Remote HD requires both the Remote HD helper (included with MiRow) and the Remote HD iPhone/iPad app (available in the App Store).
