When you open a playlist through Library>Playlist, it only shows the 20 first items (in my case TV episodes) and nothing else. If you shuffle the playlist, it only shuffles those first 20 items. If you open the playlist from Share>Playlist it shows all the videos in the playlist, but when you try to shuffle the playlist, it again only shuffles the first 20 videos. I’m on the latest version of tvOS, 2nd Gen Apple TV.
I can confirm that if I shuffle a single show, it shuffles fine. I’ll get random episodes from various seasons over 16+ years of episodes.
