Is iCloud Sync supposed to include Library Index check marks?

I just noticed that my iOS device & Apple TV 4 do not have the exact same Favorites checked off for Library Indexing? The Apple TV has one extra Favorite checked ON, while my iPad Pro (iOS 11) has that Favorite check OFF. Is this normal? I thought iCloud Sync forces both devices to have the same Favorites Indexed for Library view…?

FYI: all other data is being synced correctly, so there is definitely nothing wrong with my settings

Library settings will sync between like devices.

EG iPhone to to iPad, and Apple TV to Apple TV.

Oh… ok so that’s why my Apple TV & iPad were not syncing. That’s actually a pretty helpful feature. Thanks
