I buy it my 2nd Apple TV, and when i go to connect to my Plex account says that cant establized connection. I see here a solution to remove plex account e do it again.
I did it oin my two boxes and now i cant connect on 2 apple tv.

It seems the Plex servers may have had a few issues in the past day or so (related to some SSL certificate updates that went in).
Can you try waiting a few hours and try again? Restarting the device may also help.
A quick test here shows things seem to be working again.

But when you say restart the device is appletv or server where is the content of plex?

Probably just the Apple TV, but restarting the server wouldn’t hurt.
I reboot both and still the same. 
If you haven’t tried, it might be useful to see if the official Plex app connects from the AppleTV. Might help pin the problem down to server, network, Infuse.
The solution was connect Apple TV via 5G on phone to appears the code. Then connect the cable again to get linked.
Interesting. This seems to indicate there may have been some old cached data somewhere on the network or maybe even your ISP.

Maybe. And I did this on my two Apple TVs and it works on both.
