I recently had several messages about my 5GB of free icloud storage being used.
And when I check on how they are used I found that infuse is using 480MB of data (probably metadata).
My understanding was that app use of icloud were free and not counted in the free tier.
Any explanation ?

I’d guess that the app settings are free storage but the textual metadata that Infuse stores isn’t.
How many shows/movies do you have? Mine is using 85 MB. ~1600 items
about 1000 movies and 3500 series episodes…
Sounds about right. It may be a bit high but wait till the artwork can be stored in iCloud. 
You may want to try the new Refresh Metadata option and see if that knocks it down a little.
