What are you streaming from? NAS, computer, cloud, local, remote?
When you say resume, do you mean after pausing for a couple of seconds or are you talking about stopping the video and later coming back and resuming from a specific time with the play button?
Does it just get the spinning wheel when you resume or does it produce an error? If just the spinning wheel, how long are you waiting to determine an error?
