Confirmed!
In a few quick tests, this appears to have been resolved for multichannel PCM audio in tvOS 17.2 b3. All audio is now passed correctly with a 48kHz sample rate, which matches the source. 
However, the sample rate still is still incorrect (44.1kHz) when forcing 2.0 stereo output.
